The case of “towers” in Kamýk is graduating. Trigema developer is suing the councilor of Prague 12
“We sent a lawsuit to the Municipal Court in Prague at the Prague 12 councilor, who actively voted against the Kamýk Apartment Building project,” said Trigema spokeswoman Petra Martínková. In a pre-litigation summons two weeks ago, the developer called on councilors to withdraw their opinion and apologize.
However, the City Hall of Prague 12 does not even want to hear about the change of attitude. “The city council is a party to the proceedings and has the right to express its opinion,” Tylová must.
For the first time, Trigema in Kamýk failed last year with the intention of building a fifteen-storey and nineteen-storey house with a total of 170 apartments. After tussles between officials of the city district, the municipality and the Ministry of Regional Development, Klára Dostálová (YES) issued him the final stop of the ministry. The reason was that the towers designed in the place of the shopping center from the socialist era surpassed the surrounding houses and did not correspond to the zoning plan. Trigema is now trying to push through a reduced project of fifteen and nine floors with a total of 154 apartments.
The burden of politicians
Heavy caliber weapons were drawn by both sides before the start of construction proceedings for the revised project. Before the new plan even reached the building office of Prague 12, they voted for a council resolution in which they again described the project as oversized and exceeding the limits of the zoning plan for a stabilized area. In it, the completion of the existing urban development is permissible, not extensive construction.
Trigema checks that the town hall manipulates the public through distorted information and is a presumed party to the proceedings. The municipality has already refused, with reference to the position of Prague 12, to issue a permit for the temporary use of neighboring land owned by the capital for the purposes of the construction site, which is blocking the commencement of construction proceedings.
“It is common for each plan to be thoroughly examined in detail in construction proceedings. We are used to tough negotiations with the authorities’ municipal policies. However, we have not yet encountered such an irrational and biased approach. We are denied the right to inspect the project in the construction proceedings, “Primár Martínková.
Precedent for the completion of housing estates
The case is also closely watched because it can serve as a precedent influencing the further completion of Prague housing estates, for example in Lužiny, Ďáblice or in the South Town. After all, many of them have remained unfinished in the last century or there are gaps in them that attract investors. The draft Metropolitan Plan also envisages the thickening of housing estates in a number of places. However, the question is how large-scale construction, especially in terms of high-rise buildings, should be allowed in these localities.
The completion of housing estates finds support among some renowned architects. “We should not preserve the housing estate, but develop it. Development is needed and housing estates are valuable in that they are different from classic block buildings, ”says architect Ladislav Lábus. He sees the problem in the fact that many housing estates lack civic amenities, especially cultural and community centers.
