Toulouse: the new obligations that clubs will have to meet to receive a subsidy
Toulouse city hall is launching the Agora du sport, to better dialogue with the city’s clubs. Clear criteria will be defined for the allocation and equity of grants.
As promised during the 2020 municipal campaign, the mayor of Toulouse launched this Friday, October 1 at the Jean-Mermoz room, the Agora du sport. This “parliament”, in which the participation of Toulouse clubs took part, is intended to be a space for discussion. It also has a major mission: redefining the criteria for awarding city grants.
1.5 million euros corresponding each year to 120 amateur clubs in Toulouse
Nearly 1.5 million euros distributed each year to 120 amateur clubs, from football to basketball, petanque and fencing. More than 300 clubs use municipal facilities free of charge, out of a total of 600 sports clubs. “We are going to define objectives. Respect for secularism and the rejection of communitarianism are among the essential criteria, such as the fight against homophobia, attention to gender equality and the reception of people in a situation of handicap, explained JeanLuc Moudenc.

The clubs will notably have to sign the charter of republican principles and values, adopted in 2018 by the City. “We want to move towards more equity, by building a new” bar “with the clubs. I did not always find it when we arrived in 2014. There were clubs which received € 500 from the town hall when they did not ‘didn’t need it.
“No reduction in subsidies” assures the mayor
A “bonus / penalty” system will be put in place, depending on the clubs’ adherence to the criteria laid down, and their involvement in the actions of the town hall, and in the life of the neighborhoods. The town hall continues to support the clubs for the construction of their budget, the search for partners, “to depend less on subsidies from the town hall”. The level of subsidy from the town hall “will not be lowered”, assured the mayor. At the start of the previous mandate, in 2014, grants to associations were lowered by 25%, “to respond to cuts in state allocations. Professional clubs were not spared. Only clubs in sensitive neighborhoods had been two rounds of small group meetings will be held at the end of the year with the clubs, and before the summer of 2022 everything will be finalized.The new system will come into force at the start of the September 2022 school year.
