The Ministry of Economic Development of Russia has recognized that Russia is lagging behind the global trend in the transition to electric cars. A similar statement was made in the press service of the department, commenting on the “Lenta.ru” concept for the development of electric road transport in the country, which was presented at the end of August. The document of the year suggests that by 2030 there will be more than 1.4 million electric vehicles in the country. As of the end of last year, there were only about 11 thousand electric cars in the country.
“The forecast of 1-1.4 million electric vehicles, in our opinion, taking into account Russia’s lagging behind the world market of the highest quality,” – noted in the press service of the Ministry of Economic Development. However, the department emphasized that with the successful implementation of the concept at the first stage – until 2024 – the plans may be revised.
The department added that the emphasis in the concept is created on the development of its own production. Foreign concerns are also ready to create comfortable working conditions in Russia. “Only domestic production will provide an opportunity to create additional jobs in the electric transport industry, and will also create incentives for increasing investment in research, development and new technologies,” the department emphasizes.
The Ministry of Economic Development does not plan to support imports while maintaining a zero duty rate on the import of electric cars. The duty was zeroed in May last year until the end of 2021, from 2022, when importing a car, pay 15 percent of its customs value. The agency notes that since the zero rate has been in effect in Russia, there are a lot more used electric vehicles, as a result of which there are risks for those suppliers who want to establish the production of inexpensive electric cars domestically.
For use on an electric car, a charging station infrastructure is also required. The government suggests that by 2030 more than 140 thousand charging ports will appear in Russia. The Ministry of Economic Development explains that the focus will be on fast charging stations. They allow you to charge an electric car more than half in 10-15 minutes. Charges will be placed quite tightly – within a radius of no more than seven kilometers in the city and at a distance of no more than 100 kilometers on highways.
The government presented a concept for the development of electric transport in Russia in August. The plan will be implemented in two stages: from 2021 to 2024 and from 2025 to 2030. At the first stage, the country is implementing the production order of 25 thousand electric vehicles, and by 2030 to bring it to the level of 220 thousand. Providing preferential loans, providing incentives for parking payments. From 2024, government agencies can set a minimum share of domestic electric cars in the car park. Money for the development of the sector will be attracted from federal and regional budgets and extra-budgetary sources.
