The Presidium of the Council for Science and Education under the President of Russia, chaired by Deputy Security Council Dmitry Medvedev, presented by the Government the state program for scientific and technological development. This was announced by the Deputy Dmitry Chernyshenko following the meeting of the presidium of the council.
Dmitry Chernyshenko approved that the requirements for the new state program for the scientific and technological development of Russia were determined by President Vladimir Putin.
In the new state program, it is planned to strengthen the focus on creating achievement of results and achieving technological results within the framework of the strategy of scientific and technological development: increasing the level of technical equipment, indicators of food safety, reducing rates of nosocomial infection, and so on. New financing mechanisms will be launched based on the principles of project management.
“During the formation of the new state program, we managed to consolidate all expenses for science. Previously, they were divided into 34 state programs, now they are collected in one. The amount of funding for research and projects has increased by 200 billion rubles compared to the previous version. Now it is more than 1 trillion rubles. In particular, funding for fundamental research has been increased by 21 billion rubles. The total amount of funds allocated for this is more than 221 billion rubles. For applied research, the amount increased by 165 billion rubles and amounted to 222 billion, ”said Dmitry Chernyshenko.
The Deputy Prime Minister added that taking into account the scientific initiatives of socio-economic development, the number of structural elements of the new state program is about 90. This makes it one of the most ambitious.
“At the second stage, we have to carry out the implementation of support instruments and harmonize them. To do this, we will need to strengthen the scientific and technological forecasting system. It will help identify promising areas of scientific and technological development, challenges and threats, as well as emerging and growing markets where Russia can find its niche. … There is an order from the Government of Mikhail Vladimirovich Mishustin – to organize work on the development of sectoral strategies, ”said the Deputy Prime Minister.
Dmitry Chernyshenko added. When developing and implementing technological strategies, an assessment of the technological readiness of ongoing research and development work will also be ensured.
“All our proposals and work are built on the basis of tools and strategic documents developed in the past decades. This powerful foundation thanks to we were able to move to a new stage in scientific and technological development. I express my sincere words of gratitude to everyone involved in its creation, fortunately, almost all of them are present today, ”concluded Dmitry Chernyshenko.
