The change will affect only holders of cards of international payment systems Visa and MasterCard. To receive funds, they will need to issue a card of the national payment system. It will also be possible to receive monetary compensation in cash or to a regular bank account, to which no cards are tied. At the same time, for those receiving payments to a deposit account (savings book), a nominal account or by mail, everything will remain the same.
At the same time, the World card is not always required. In particular, this innovation does not apply to recipients of Russian pensions on a permanent basis. Lump-sum benefits for school-age children can also be transferred to a card of any payment system.
On July 1, 2021, the transfer of Russian pensioners to Mir cards was completed. Initially, the replacement of cards for retirees was supposed to be completed by July 1, 2020, but due to the COVID-19 pandemic, the transfer period was extended several times. Now, you can receive a pension only on the card of the national payment system or in cash.
In addition, a card for the monthly payment of the second, third and subsequent children, monthly payments for children aged 3 to 7 years, monthly benefits for single-parent families raising children from 8 to 17 years old, unemployment benefits and various payments from the Pension Fund.
At the same time, benefits for pregnant and single parents raising children between the ages of 8 and 17 can be obtained by mail.
The need to create a national payment card system (NSPK) arose in the summer of 2014, when Visa and MasterCard stopped servicing cards of a number of Russian banks due to US sanctions. Since July 20, 2021, Mir cardholders have the opportunity to use Apple Pay. In addition, cardholders can also receive other bonuses. For example, for pensioners it is free issue and maintenance, and for public sector employees – reduced interest rates on loans. Banks are also provided with issue and service at reduced, standard rates or free of charge.
In addition, since 2014, the threat of interruption to international banking systems for the transfer of interbank SWIFT payments has periodically arisen, which may cause problems with Visa and Mastercard. In particular, in April with a corresponding appeal, the largest faction of the European Parliament – the European People’s Party (EPP). According to Russian press secretary Dmitry Peskov, in this case, the domestic Mir system could become an alternative. He noted that it has already matured enough and will eventually gain global distribution.
