Bordeaux-Toulouse High Speed Line: a new step in financing

The line project at High Speed (LGV) Bordeaux-Toulouse serumsit fundable?
This is the major question that must still be answered in order to build the 250 kilometers of new LGV tracks between the two capitals of the South-West.
7.5 billion euros
As a reminder, it will take 7.5 billion euros to build Bordeaux-Toulouse and bring the Pink City to 3:10 from Paris against 4:10 currently.
Since April 2021, the State has promised to make a financial commitment to the tune of 4.1 billion euros.
Since this announcement, the management of the file has been structured locally. Objective: to create a financing company for the project, which will link all the local partners before March 2022 and, above all, will have to get them all to commit to the financial aspect of the operation.
In recent weeks, the Prime Minister, Jean Castex, thus delegated to the prefect of the Occitanie region, Etienne Guyot, a coordination mission for the entire project.
A meeting in Toulouse
It is therefore under the aegis of the prefect Guyot but also of the president of the Occitanie region, Carole Delga, that was held, Sunday, September 26, 2021, in Toulouse, a meeting of the presidents of the departmental councils, as well as of the president of Toulouse Métropole and of the presidents of the communities of agglomeration of the territory.
While the Occitanie Region had already announced that it would provide 1.2 billion euros out of the 3 billion euros that remained to be found in the spring, this Sunday’s meeting took place on the commitment of other local authorities to ‘Occitanie.
Six departments and local communities are committed
In a joint statement, the prefecture of Occitanie announces that “six departments of Haute-Garonne, Gers, Lot, Hautes-Pyrénées, Tarn and Tarn-et-Garonne as well as the communities of agglomeration of Albi , Auch, Cahors, Castres-Mazamet, Montauban, Muret, SICOVAL, Tarbes-Lourdes and the Métropole de Toulouse are thus committed to the financing of the project ”.
Meeting with the elected officials of Aquitaine
For Étienne Guyot, this is a new step that calls for others very quickly:
“I will very soon meet with the president and the prefect of the Nouvelle-Aquitaine region the communities concerned in this region. The mobility orientation law stipulates that the financing company for the project requested by the local authorities be set up in March 2022. The commitment of all the local authorities is decisive at this historic moment. We therefore have an unprecedented window of opportunity for the whole of the southwest which must be seized ”
It is this Tuesday that the prefect meets the communities of Aquitaine “to complete the round table”.
“A historic agreement” for Carole Delga
For the president of the Occitanie Region, Carole Delga, it is quite simply “a historic agreement in the advancement of the Great South West Project, which provides for the realization of the railway installations in the North of Toulouse, as well as the high-speed line. between Toulouse and Bordeaux ”, which was sealed on Sunday.
She adds :
The stake was crucial, since we must now create, for next March, the local public establishment which will pave the way for the launch of the construction site.
In addition to State funding to the tune of 4.1 billion euros, that of the Region to the tune of 1.2 billion, the commitment of local authorities for part of the 3 billion euros still to be found, a The European Union’s contribution must be sought up to 20% of the total cost of the project, the State announced in April 2021.
What is the Grand Projet Sud-Ouest?
The Grand Projet Sud-Ouest provides for new high-speed lines Toulouse-Bordeaux first and, secondly, Bordeaux-Dax, over a total of 327 km. It will launch the realization of the railway installations in the South of Bordeaux (AFSB) over 12 km between Bègles and Saint-Médard-d’Eyrans and the railway installations of the previous Bordeaux-Sète line north of Toulouse (AFNT) over 17 km between the Toulouse-Matabiau and Castelnau-d’Estrétefonds station.
