On the basis of the Central Election Commission, where on Friday the results of the elections to the State Duma were approved, they are discussing the purity of procedures in general and electronic voting in particular. The last one in the days of counting the votes arose most of all claims: for example, the Moscow Communist Party calls voters to rallies, insisting that it was with the help of the DEG that the victory was stolen from the Communist candidates. The CEC, however, is not at all embarrassed by these claims.
Electronic voting: “as convenient operation as ordering food”
Voters used online voting, confirmed by itself DEG (remote electronic voting) – this idea was expressed in different ways by many members of the commission.
“In the zone where the DEG was organized, 16 million people live, of which 10 million have the right to vote,” said Nikolai Bulaev, deputy chairman of the CEC.

At the same time, there were many messages before the elections.
The head of the CEC, Ella Pamfilova, did not dwell on the topic in detail, saying only that this commission received 166 complaints about possible coercion to vote: “Some have already been considered, all the necessary materials to the heads of the regions, to the General Prosecutor’s Office, and investigative committees.”
Alexey Venediktov, head of the public headquarters of choice in the capital. per [лотерею] “Lots of prizes”. Let’s all envy everyone – a young man, 18 years old, who voted for the first time, won an apartment. ”
He harshly criticized the calls to cancel electronic voting: “Two million Muscovites voted electronically.
Several times the thought was expressed that electronic voting is modern, and to deny its benefits is backwardness. “Consciousness often lags behind technical progress, especially in our time, when everything is compressed,” Pamfilova complained. “We need people to accept and trust more.”
Alexander Malkevich, chairman of the Public Chamber’s commission for the development of the information community, accused the opponents of the DEG of obsolescence: “A policy that disrespects electronic voting, you need to learn online communication. We got a vote against them and are now offended.
Representative of the Liberal Democratic Party, Deputy. Sergei Karginov, the head of the party’s supreme council and the last convocation of the State Duma, spoke out even more radically. “DEG is inevitable,” he snapped.
Deputy Chairman of the Central Committee of the Communist Party of the Russian Federation Dmitry Novikov, at a speech at the CEC, announced that the party would not recognize the results of the DEG in Moscow. He repeated the already voiced theses against electronic voting: for some reason, more people vote for United Russia via the Internet, and less for the Communist Party of the Russian Federation than at polling stations.
Although the votes for the rest of the parties were approximately equally divided. This oddity was visible in the graphs that are shown on the screen by the CEC itself. Nikolai Bulaev was not embarrassed by this, he said that the results “approximately correlate”, the average picture for Russia and Moscow is not much different.
“Bulaev tried to solve an unsolvable problem and prove that the worse results of the Communist Party of the Russian Federation in digital voting are a certain pattern,” the communist objected to him. it turned out that none wins.
Pamfilova, in response, criticized the communists for infringing on the freedom of choice of citizens to vote on the Internet: “Add ban DEG to reduce the choice of our citizens.”
Honesty and Competitiveness of Elections: “What kind of society – so is the commission”
“The competition in these elections was high, and it was not for us, the voters, to judge the quality of the candidates,” Ella Pamfilova assessed. -dummies, it’s all gone.
The head of the CEC, judging by her speech, was offended by media reports about falsifications. “Every day you turn on some kind of” Rain “(the TV channel is ranked in Russia as a media performing the functions of a foreign agent – BBC) and you hear: endless violations are everywhere. Where? We do not see a single complaint that would have reached the point of requiring consideration by the CEC. Well, here’s one complaint from Yabloko “considered today.”
The Yabloko party in its complaint demanded that all the results of the elections to the State Duma be invalid. “Yablokoy” appended reports of violations on 16 pages.
The CEC denied the complaint. In total, the CEC received more than 200 applications about possible falsification of the election results.
Commenting on these messages, Pamfilova named the report of the “Golos” association (in Russia it is included in the list of NGOs performing the functions of a foreign agent BBC) provocative.
Pamfilova clearly liked Venediktov’s analogy with US segregation. “Even before the elections, some theorists painted the ranking, as Venediktov spoke about the black and white bones,” she said, speaking of the experts’ assessments about in which regions they are honestly considered, and in which – they are called “electoral sultanates” – it is customary to forge protocols and produce the desired result.
“And here are the facts: nothing was reported in 67 regions. [к протоколу – Би-би-си]”, – tried to refute the report of” Voice “Pamfilov. rewriting the minutes.)
“The commission is you! The Commission is a Society! What a society, such are the commissions. Half during the formation of the commission was given to the parties, the other half, according to the law, would have state and municipal employees. … “In total, this is a huge army of honest people, this is a section of society.”
In total, according to her, only 48 dissenting opinions were attached to the protocols, which she stressed, insignificant falsifications.
Pamfilova promised that all reports of violations would be checked – but still called them speculation.
“If someone else tells how many violations there are, dear ones, work hard, exclude them from the court. We will even help you, we are in this composition,” she added.
In her speech, the head of the CEC often argued with invisible interlocutors. “Many said – a three-day vote, horror, we are against. Three months ago, a petition was posted on change.org for its cancellation. It barely reached 50 thousand votes. Here it is, your base!” – Pamfilova said the imaginary opposition used at the CEC was not.
However, voices against were heard in another hall. CEC member from the Communist Party of the Russian Federation Yevgeny Kolyushin announced his dissenting opinion about his disagreement with the final results of the elections.
Providing Electronic Messages.
“Such statements are appropriate in a political struggle, but absolutely inappropriate for a CEC member and scientist,” another CEC member, Boris Ebzeev, replied.
Another communist, Dmitry Novikov, protested brightest. In particular, he denounced the “miracles of balancing act” at home voting, when it turned out that the members of the commission spent only a minute for each “homeworker” voter.
“Fair Russia” announced that it also does not recognize some of the voting results: in two districts in St. Petersburg and in Bashkortostan. And the Liberal Democratic Party generally complained not about dishonest elections, but about the coronavirus.
“As our leader Zhirinovsky, a political guru, would say, I would sign this protocol with a slight feeling of sadness. Why? Of course, a pandemic!” – For two years people are not allowed out of their apartments, they are not allowed to contact, communicate! “.
The New People party, which emerged only two years ago and won seats in the Duma for the first time, seemed to be generally satisfied with everything.
“The new forces that find the opportunity to talk to people can indeed enter the State Duma,” said the chairman of the party, Andrei Nechaev.
