It is organized by a dozen collectives such as Greenpeace Toulouse, ANV COP 21 Toulouse, Alternatiba Toulouse, France Nature Environnement Midi-Pyrénées or even Two Feet Two Wheels. This gathering will start from Francois Verdier at 14h. It will end in the Pradettes district.
With this Cycling, the organizers want to “declare the delay in local soft mobility policies in Toulouse”. According to them, “the measures put in place by Toulouse Métropole in terms of cycling infrastructure are too weak and unequal between the different districts of the city”. They count it well during their manifestation. For the organizers, it is urgent “to lead low or non-polluting solutions, which are alternatives to the use of the individual”.
Develop the use of cycling in Toulouse
“The latest IPCC report sounds the alarm once again and we are still not able to keep the path of reducing greenhouse gas emissions that was signed during the 2015 Paris agreements!” Ariane Laude, spokesperson for the inter-collective organizing committee for Vélorution in Toulouse. She adds: “All political bodies are passing the buck and are not responsible. That is why we are meeting today. The existing solutions, and can be implemented at the local level”.
The collectives are betting in particular on the development of “active modes, in particular the use of the bicycle “. infrastructures”. Especially since the Low emission zone (ZFE) will come into force and the urban transport plan (PDU) has been canceled last january.
The demands of the Toulouse collectives
As a reminder, the PDU governs the organization of buses, subways or even cycle paths of 115 municipalities of the Toulouse conurbation. According to the association Deux Pieds Deux Roues, the budget devoted to the development of cycling was insufficient. She had seized the administrative court of Toulouse. For its part, the ZFE has been made compulsory for metropolitan areas with more than 100,000 inhabitants where the thresholds for nitrogen dioxide or fine particles are regularly overwhelmed.
It will encompass the entire city of Toulouse inside the ring road, but also a small part of Tournefeuille, Colomiers and the West ring road. Within this geographic area, access to most polluting vehicles forbidden. Faced with all this, the collectives are calling for the creation of an Express Bike Network (REV), a Pont Neuf reserved for pedestrians, cyclists and public transport, two-way cycle routes, access to the hyper-center reserved for pedestrians and exceptions …
“Insufficient” budget for the Express Vélo Network
The organizers, moreover, “remind the president of Toulouse Métropole Jean-Luc Moudenc that he is particularly committed to carrying out the Express Vélo Network for his 2020-2026 mandate”. During his back-to-school press conference on September 15, Jean-Luc Moudenc ensured the development of the future REV network and its 13 express bike lines. “However, the work has not yet started and the announced budget seems insufficient”, underline the collectives.
By pedaling to the Pradettes district, they also intend to “encourage the priority treatment of hard points and cycle discontinuities (ring road, railway tracks, waterways …) as at the level of the interchange of the Cépière “. Other cycling events are planned elsewhere in France this Saturday, September 25. Alternatiba, ANV COP 21 and Réseau Action Climat France are indeed organizing a national day of mobilization to “alert people to the priority issues of soft mobility specific to each city”.
