Toulouse: the town hall is “ready” to implement the zone without polluting vehicles, the ZFE
Scheduled for spring 2021, then in September, the establishment of the Toulouse Low Emission Zone (ZFE) could come into operation at the end of the year. The town hall of Toulouse says it is “ready” at the logistical level, but awaits the green light from the prefecture.
Only one signature is missing to make it official. The Low Emission Zone (ZFE), where polluting vehicles can no longer circulate gradually, includes the entire town of Toulouse and the western ring road. It was to come into force in the spring of 2021, then in September. Only one signature is missing.
“We are ready, we now need the prefecture to tell us who should sign the official document. The three mayors of the municipalities concerned (Toulouse, Colomiers and Tournefeuille, the latter two concerned on the fringes of the ZFE), or only the president of Toulouse Métropole. It is important, so that the document has an irreproachable legal solidity ”, explains François Chollet, vice-president of Toulo.use Metropolis in charge Ecology, sustainable development and energy transition.
Road signs indicating entry into the EPZ are already in place, but covered for now
In recent weeks, around twenty signs have been put in place at the entrances to Toulouse, on penetrating axes, but also on the ring road. These panels are still covered, but they will be uncovered as soon as the EPZ comes into force.
VSConcretely, the ZFE foresees that vans and heavy goods vehicles registered before 1997, or having the Crit’Air 5 sticker, can no longer circulate in the low emission zone (ZFE), upon entry into force. In 2022, vans and heavy goods vehicles with Crit’Air 4 sticker will be banned. In 2023, it will be the turn ofMotorcycles and Crit’Air 4 and 5 stickers. Finally, in 2024, Crit’Air 3 vehicles can no longer circulate in the ZFE. However, this schedule could be a little jostled, due to the delay in commissioning.
A “progressive” implementation, to give motorists time to change vehicles
“The installation is very gradual, as we have always said, and this gives motorists time to organize themselves”. The deputy mayor of Toulouse recalls that “diesel will not be prohibited in vehicles adapted to what some say. Crit’Air 2 stickers, which are fitted to recent diesel vehicles, will still be authorized. Crit’Air 4 stickers will only be banned in 2023, and Crit’Air 3 only in 2024. In addition, support for the purchase of clean vehicles has been put in place by the Metropolis. For individuals, the metropolis will grant aid of € 1,000 to € 5,000, depending on income conditions, and capped at 40% of the amount of the vehicle. For professionals, the aid will be from 2,000 to 10,000 € for companies or associations with less than 50 employees and capped at 20,000 €.
The establishment of a ZFE is compulsory for 15 large metropolises in France
François Chollet recalls that the Court of Justice of the European Union, then the French Council of State, condemned the French State for its policy of combating pollution, and called on it to reduce emissions of carbon dioxide. nitrogen and fine particles. Toulouse and 15 other metropolises must therefore comply.
