Russian citizen Alexandr Franchetti, who was involved in the Russian annexation of Crimea, was detained at Prague airport on Sunday. According to the Ministry of Foreign Affairs, the Russian embassy in Prague and the Ukrainian side were informed about the travel, spokeswoman Eva Davidová said on Monday afternoon. Ukraine is requesting his extradition. According to the TASS agency, the head of Russian diplomacy, Sergei Lavrov, said on Monday that the Czechia had not yet informed Russia of the events.

Moscow is asking Prague for detailed information on Franchetti’s Sunday facilities. A spokeswoman for Russia’s foreign ministry, Maria Zakharov, said on Monday. According to her, Russian diplomacy sent a responsible note to the Czech Ministry of Foreign Affairs and warned the Czech ambassador to Russia that the Czech Republic’s “destructive” policy towards Russia would lead to further deterioration of relations and “will not do without Russia’s reaction.”

“In connection with the detention of the Russian citizen A. Frančetti at Prague Airport (…), in an interview with the Czech Ambassador to Moscow V. Pivoňka, we ask for detailed information on the motives of the Czech authorities’ actions,” she said on the site of Russian diplomacy Zacharovova. “We warned the ambassador that the continuation of the destructive line of Prague towards Russia and its citizens will lead to further degradation of bilateral relations at the initiative of the Czech side and will not go unnoticed by us,” we ensure.
According to Zacharov, the Russian embassy in Prague sent a responsible note of Czech diplomacy. According to her, Moscow expects a quick response from the Czech Republic and answers to Russian questions.
According to the TASS agency, the head of Russian diplomacy, Sergei Lavrov, stated a little earlier that the Czechia had not yet informed Russia about Franchetti’s holiday. “The Czech side did not inform us, at least not until I arrived at this meeting,” Lavrov told today’s press conference about the talks with the San Marino representative. “Relevant questions were sent through the Russian embassy in the Czech Republic,” the minister added.
According to him, the official request for information was submitted through the Russian committee of inquiry. Lavrov added that Russia would like to know the reason for Francisti’s friends. “Maybe it’s (his) fight against neo-Nazis from so-called volunteer battalions, which are also considered illegal in the West?” Lavrov asked.
Volunteer units, alongside Ukrainian regular armies, joined the fight against pro-Russian separatists in the east of the country. “We want to understand what is going on, and we hope that the Czech authorities will carefully follow the legal principles and not succumb to political provocations,” added the head of Russian diplomacy.

Franchetti byl v minulosti zapojen do ruské anexe ukrajinského poloostrova Krym. O tom, že Rusa v neděli zadržely české úřady na pražském letišti, napsala dříve ruská agentura Ria Novosti s odvoláním na představitele krymských úřadů Alexandra Molochova.
Mluvčí českého policejního prezidia Ondřej Moravčík v neděli potvrdil, že na letišti byl zatčen ruský občan na základě mezinárodního zatykače vydaného Kyjevem. Ukrajinské ministerstvo zahraničních věcí mezitím upřesnilo, že Franchetti byl zatčen na základě společného postupu ukrajinských a českých úřadů a že ukrajinská strana pracuje na procesu k jeho vydání.
Žádost o vydání
České ministerstvo spravedlnosti v pondělí odpoledne na dotaz ČTK sdělilo, že Ukrajina už požádala o Franchettiho vydání. Věc nyní posuzuje pražské městské státní zastupitelství, které se rozhodne, zda pro Rusa navrhne předběžnou vazbu. Přípustnost vydání na Ukrajinu by tak řešil pražský městský soud, případnou stížnost ještě Vrchní soud v Praze. Konečné slovo ohledně vydání má ministryně spravedlnosti, která s extradicí vyslovuje souhlas, či nesouhlas.
„Další kroky jsou nyní plně v kompetenci příslušných justičních orgánů. Případ nemá žádnou souvislost s česko-ruskými vztahy. Postup českých orgánů vychází výhradně ze závazků ČR v oblasti mezinárodní policejní spolupráce a jedná se o standardní extradiční řízení,“ uvedl Černínský palác.
Podle dřívějších informací portálu iROZHLAS.cz byl Franchetti šéfem jedné z polovojenských formací, které se v roce 2014 aktivně podílely na anexi Krymu. V okolí Sevastopolu vedl rozvědnou skupinu Severní vítr, která měla chránit město před možnými útoky. Do Sevastopolu přijel podle svého vyjádření dva dny před vypuknutím konfliktu, tedy 25. února 2014. Potvrdil také, že jeho skupina spolupracovala s velením ruské námořní flotily.
Server iROZHLAS v roce 2019 napsal, že Franchetti má od roku 2000 trvalý pobyt v Praze, kde se živí jako fitness trenér a také podniká. Střídavě žije v hlavním městě České republiky a na Krymu.
