Lustful views, inappropriate sexual innuendos or exhibitionism. One in three women in the Czech Republic has experienced sexual harassment in public transport, but a tenth of men also have experience with this. This was stated by a survey of the Department of Gender Equality of the Office of the Government, to which over a thousand respondents took place in April and May. “This is the first research of a similar scope, which focused specifically on this topic,” Radan Šafařík, the director of the department, told Radiožurnál.

Can you tell us how many women experience sexual harassment in public transport?
We asked what percentage of passengers were victims of sexual harassment. Overall, the number of victims is 24 percent. Women report harassment at 35 percent, with men it is only ten percent. We therefore see that it is more understandable that women are more often the object or victims of sexual harassment in transport.

What is hidden under it? Are these annoying remarks, or are they even touching?
We asked about a total of about 12 different forms of sexual harassment. Of course, less serious ones – such as disturbing staring, lascivious glances or inappropriate comments with a sexual undertone, or some sexual vision – were much more common than the more serious ones. But even, for example, some form of exhibitionism or masturbation was met by a relatively large percentage of women traveling on public transport.
You also talked about a relatively large percentage of men who have experienced some form of sexual harassment. Do they also experience annoying remarks or touching?
They, too, have declared these forms of sexual harassment to some extent, but this has been much less common than for women.
Did you ask in the research, for example, what would make people feel safer in public transport?
We asked how they would welcome the state or the measures of transport operators. Most often, people mentioned three main measures: the first was the introduction or extension of emergency functions, the second measure was greater police involvement, especially at night and public order control, and the third was greater driver training, driver or guides in terms of increasing their ability to respond to cases of sexual harassment and providing assistance to victims.

Did you find out how the Czechs behave in such a case?
We found out that too. And that is how the victims behave and the people who witness sexual harassment. In the role of victims, men can somehow defend themselves against sexual harassment, either verbally or physically. Women are far more likely to choose a strategy to leave and move to another location.

V rolích svědků většina dotázaných deklarovala, že nějakým způsobem zasáhla a nějak se ohradila proti tomu, kdo se dopouštěl sexuálního obtěžování. Ale procento lidí, kteří nijak nereagovali, bylo také poměrně velké. Často to bylo z důvodu, že nepovažovali případ za tak vážný, aby vyžadoval reakci. Poměrně velká část lidí ale deklarovala, že nevěděla, jak se v takové situaci správně zachovat.
Do jaké míry do takových situací zasahují řidiči dopravního prostředku?
Na to jsme se přímo neptali, ale z otázky, jaké opatření by lidé uvítali, kdy by velká část uvítala větší proškolení dopravního personálu, se dá dovodit, že zřejmě ani oni příliš často neví, jakým způsobem zasáhnout, a že to ani není úplně jejich kompetence.
Kde byl ten impulz pro průzkum? Je podle vás stále větší a závažnější problém sexuální obtěžování v hromadné dopravě?
V České republice existují starší výzkumy, které obecně zkoumají pocit žen ve smyslu bezpečí a pohybu ve veřejném prostoru. Také máme výzkumy, které zkoumaly sexuální obtěžování obecně nebo sexuální obtěžování například na pracovišti. A víme, že k sexuálnímu obtěžování dochází v české společnosti relativně často.
Také víme z nedávných dopravních výzkumů, že ženy se ve veřejné dopravě cítí méně často bezpečně než muži a mnohem častěji se cestování například v noci vyhýbají. To byl takový hlavní impulz se podívat na to, jestli jedním z těch důvodů nemůže být právě nějaký výskyt sexuálního obtěžování.
Dosud u nás podobný výzkum provedený nebyl. Jedná se o první výzkum podobného rozsahu, který směřoval specificky na toto téma – tudíž nemůžeme úplně srovnávat s nějakým předchozími výzkumy. Nicméně tento výzkum potvrdil, že se jedná o relativně častý problém, který má dopad na dopravní chování žen a na míru využívání veřejné dopravy z jejich strany.
