Prague wants a legal guarantee that the inner ring road will appear. According to Babiš, this is not possible in the current Chamber of Deputies – ČT24 – Czech Television
The state and Prague are now negotiating the wording of memoranda, which is to be established in cooperation on the financing of transport constructions and the development of urban land in Letňany, where it wants to have a premiere to build a complex for state officials. Hřib and Babiš stated that Prague will submit amended text memoranda to the government by the end of August, which will include a guarantee law.
“We demand a truly bulletproof guarantee,” said Hrib. According to him, the reason is the planned use of land in the area of the Vinohrady hospital, which the city left to the state. According to the prime minister, however, this is not related to the negotiations about Letňany and the circuit, and there was no talk at all about the Vinohrady hospital on Wednesday. “They may not care what happens there, the hospitals belong to the state,” he told reporters after the meeting.
The prime minister also said that the state will now wait for the submission of a memorandum by the city. Regarding a possible guarantee law, he stated that the state had promised funding. “The mayor does not believe much, so he wants the law, but of course this is not possible for the existing houses,” he said.

Both parties are now discussing two options for financing the internal circuit by the state. The city prefers that the state give him a subsidy of 60 billion crowns and the completion project would remain under the control of the municipality. After the last meeting in June, however, both parties began to discuss the possibility that the municipality would only complete the project construction and then the construction itself was provided by the state, probably in the form of a PPP project, ie in cooperation with a private investor.
In both cases, however, according to Wednesday’s statement, the city administration will demand a guarantee of the law. In addition to the possibilities of construction in the form of a PPP project, the municipal representatives were skeptical about the complicated construction. “The question is whether there will be such a strong partner on the market at all,” said councilor Jan Chabr (TOP 09). He added that it is also essential to complete other property shifts of the city with the state, for example in the premises of the Hospital in Bulovka or the General University Hospital.
The inner ring has so far been financed by the city, the outer falls under the motorway network and is being built by the state. From the inner circuit, it remains to complete a ten-kilometer section between the mouth of the Blanka tunnel in Pelc-Tyrolka and Štěrboholy. The project of the current city management has modified and extended the length of the section that is to lead through the tunnels compared to the original plan. Compared to the previous plan for 4.2 kilometers of tunnels, it is now expected that it will be doubled. It is not yet clear when construction will begin.
