Centrum Palmovka: What will happen to the unfinished building?
“The analysis of Ernst & Young, which the city district had processed, revealed two options for how to proceed with the building. Either a sale or a concession, that is, to get it done with the help of a private investor, “Said Hřebík.
If the town hall went the way of completion together with a private individual, he would not only complete the building, but subsequently also operate it. Prague 8 would still remain the property for a certain period after completion. For how long, the councilor did not say. The town hall now has no money to build the building from its budget. In the past, she had been promised a subsidy from the municipality. Due to the fact that the town hall did not reach an agreement with the construction company, the municipality took it back.
According to the two variants, another councilor was added, namely the purchase of the building and the land of the municipality. “This reasoning is based on the fact that this week a memorandum of cooperation between the transport company (DPP), the municipality and the city district was approved for the Palmovka area in a number of capitals., “Said the councilor.
According to the memorandum, the municipality’s cooperation with the DPP may take the form of, for example, a mandate agreement, a loan agreement, a lease agreement, and the form of a joint venture is not excluded. Prague 8, which owns part of the land in Palmovka, will also take part. Among other things, it would help with the coordination of the project preparation and construction process.
Litigation
The 1.1 billion crowns project was approved in 2010 and was to have a new town hall and commercial space. About half of these amounts were rebuilt. However, after the elections in 2014, the previous management of Prague 8 questioned the ownership of the building and the building became the subject of legal disputes between Prague 8, the municipality and the construction company Metrostav. In the end, the parties agreed that the building would be completed in Prague 8. However, this eventually came to an end, among other things due to disputes with the construction company, which terminated the contract with the town hall. At that time, the company justified its action by the town hall’s inactivity.
The building on Palmovka remained unfinished.
