Prague has approved the construction of a new runway at the airport. The change was supported by the votes of TOP 09, ODS and ANO – ČT24 – Czech Television
In the southern variant, the tunnel will usually lead at depths of more than 50 meters below the terrain and buildings. The track will go according to the plan in the direction from Dejvice to Veleslavín gradually from a depth of 20 meters below the surface to a depth of more than 50 meters.
TBM technology will be chosen for the excavation. According to a document approved by deputies, it is most favorable for the stability of the overburden. “The chosen variant, technical solution and depth of the tunnels are prerequisites for maximum and unchanged comfort of the locality above the tunnels, which vibration and noise influences are completely negligible,” the material writes.
They recommended the approved variant as the best of the assessed expert opinions prepared by a team from the Czech Geological Survey and teams of experts from the University of Ruhr in Bochum. According to their conclusions, the southern variant is based on no conflict with the affected area.
The modernization of the track has been talked about for several decades. Initially, there were disputes over the ground variant, due to which a number of private buildings would have to be demolished. The locals in particular opposed it. They also did not like the original tunnel variant, when they feared, among other things, shocks or disruption of the groundwater system.
The railway administration estimates the date of commencement of construction at 2025, in the event of obtaining the necessary permits. The railway connection to the airport is expected to become operational in the years 2028 to 2029. The construction is to take 24 to 30 months. The estimated price for the section Výstaviště – Veleslavín is 13 billion crowns.
Cooperative housing
The council also approved that Prague provides land under favorable conditions to housing cooperatives and civic associations for the construction of apartment buildings. The city provides its land for the construction of an apartment building through the so-called right of construction for up to 99 years. This would then be based on either cooperatives founded by the municipality together with a private partner, or special civic associations inspired by the German so-called baugruppe. In both cases, the land will be bought by the subjects from the municipality to the repayment of their own house.
According to the city management, the advantage should be that cooperatives and associations organized by the owners of the future house will save the margin that people would otherwise pay to the development company. In addition, the price will be reduced by the value of the land until the house is repaid. Overall, the purchase price of apartments should fall by up to a third. For the provision of land, the city will ensure the right to use parts of the apartments in the house, which can be used to accommodate representatives of the necessary professions, such as paramedics, teachers, firefighters or police officers.
Marvanová tried to enforce the support of cooperative housing for a long time, but a coalition dispute arose around it, when representatives of Prague opposed the plan and the Pirates. They criticized that after paying off the debt, the cooperative should buy the land from the city for an estimated price, regardless of the appreciation of the plot. According to them, the municipality should have a housing policy set sustainably so that it is possible to get the sale of financing for other project periods for money. In the end, this problem is to be solved by the annual payment to the fund for the development of affordable housing, which we calculate for cooperatives and associations.
Another body
The council lasted all Thursday and lasted until Friday morning. Make a number of other decisions. For example, the municipality will announce a contract for the completion of the buildings under construction at the Malovance transport center. Its estimated value is 677 million crowns without VAT.
The city will also publicly announce a contract for the building manager and technical supervision of the completion of the burnt-out wing of the Industrial Palace. The estimated maximum price of the contract is 84.3 million crowns. The currently intended contract follows a tender for a construction company. Its goal is to find a supplier who will ensure the function of construction manager and technical supervision of the builder. The city will sign a contract with the selected company for 48 months.
The deputies also agreed that the city districts would receive a total of 102.28 million crowns from the municipality, which the city collected this year from June 1 to November 31 for levies on lotteries and games. Half of the mentioned parts are intended to support sports. The other half is used by town halls for culture, education, healthcare and social affairs.
There will also be two underpasses under the railway line in Prague’s Vysočany near Kbelská Street. They will be built by the Railway Administration and the capital will give it 32.13 million crowns.
