Prague has changed its mind. Representatives support the construction of a new runway in Ruzyně | iROZHLAS
Prague agrees with the construction of a parallel runway at Ruzyně Airport, which is planned by the state-owned company Letiště Praha. On Thursday, the deputies approved the proposal of Deputy Mayor Petr Hlaváček (for TOP 09), by which they canceled the recently adopted dissenting opinion of the council and declared their intention. They also approved a change in the zoning plan necessary for the construction, which the councilors did not recommend. Opponents of the construction, including the organizers of the petition, also spoke during the discussion.

The change of the city’s position during the vote of the coalition representatives of TOP09 and the opposition ODS and ANO, were against the coalition Pirates, Prague Sobě and STAN. According to the airport, the construction of a parallel runway instead of the current transverse one should enable the resumption of traffic at peak times from 2027, on the contrary, night flights will be canceled.
Opponents of the construction on Thursday argued mainly for environmental impacts, excessive tourism in the metropolis and the deterioration of the quality of life of the city’s inhabitants.
Checking in more aircraft
a part of the adopted resolution is a set of conditions of consent. These include, for example, the accelerated construction of the railway to the airport, the supply of additional documents and the assessment of the impact of the construction by the government and the airport, or the cancellation of night operations after the completion of the new runway.
The submitter of the adopted resolution, Hlaváček, stated that the new runway should not increase the total capacity, which is now to 21 million passengers per year, but should enable the handling of more aircraft at the most requested morning and evening times.
He added that according to the Prague principles of territorial development, after the construction of the operation of the entire airport, it should be stopped between midnight and 05.30 and the new runway should work only between 06.00 and 22.00. The construction at the meeting for Prague 6 is also supported by the city councilor Eva Smutná (safe for TOP 09).

Unfortunately, today the voting coalition ANO + ODS + TOP09 opposed the interest of the people of Prague and opened the way for the construction of a parallel track on @ Prague Airport 1.5 km closer to the city center.

According to Deputy Mayor Petr Hlubuček (STAN), who is also the mayor of Lysolaj and enforced the revoked dissenting opinion on the city council on Thursday, the construction documentation is not based on current data.
According to him, the environmental impact assessment EIA works with data from 2005 and the construction plan itself is 50 years old. According to him, the construction does not meet the economic, social and ecological needs of today, moreover, with regard to the coronavirus crisis, which will change by air transport. He also pointed out the negative consequences of tourism in the metropolis.
Criticism of the proposal
Representatives of the public, mayors of Nebušice and Suchdol, representatives of the Czech University of Agriculture (CULS) and the Academy of Sciences, Senator Marek Hilšer representing the association of Prague senators, organizers of a petition against the building with about 1200 signatures and director of the Prague Zoo Miroslav Bobek gave a negative opinion on the plan. Arguments have been made about higher emissions, approaching runways to residential areas, increased noise or insufficient airport transport connections.
According to the environmental organization Arnika, today’s decision completely challenged Prague’s own climate commitment to reduce greenhouse gas emissions by 45 percent by 2030. “It is not possible to reduce carbon emissions and fly more at the same time,” said Martina Valášková from Arnika.
According to the organization, the plan is approaching the airport by 1.6 kilometers to densely populated parts and the center of Prague and will negatively affect the lives of another 20,000 inhabitants.

Ředitel letiště Václav Řehoř v reakci na kritiku uvedl, že letiště tu není jen pro Prahu, ale pro celou republiku. Dodal, že negativní dopad nové dráhy skutečně bude v Lysolajích, ke kterým se dráha přiblíží, a v kampusu ČZU v Suchdole.
Situace se tak podle něj zhorší pro několik tisíc lidí, zatímco zrušením nynější příčné ranveje přestanou letadla přelétávat nad městem, kde to nyní zasahuje až statisíce lidí. Potvrdil, že letiště je po stavbě připraveno zrušit noční lety, které jinak bude nutné naopak posílit.
Letiště Praha plánuje na příštích 30 let investice přibližně za 55 miliard korun. Vedle výstavby nové ranveje chce za 16 miliard korun rozšířit druhý terminál, který nyní slouží pro lety do zemí schengenského prostoru. Hotovo by mělo být do roku 2028.
Letiště již zažádalo o územní rozhodnutí ke stavbě, to je však nyní přerušené kvůli tomu, že soud na návrh městských částí Nebušice a Suchdol zrušil aktualizaci zásad územního rozvoje Středočeského kraje, v nichž se vymezovala plocha pro stavbu.
Spolu s Ředitelstvím silnic a dálnic už letiště podalo proti rozhodnutí kasační stížnost k Nejvyššímu správnímu soudu, o které zatím nebylo rozhodnuto.
