Prague 5 wants to buy the Cibulka estate for 105 million, but has no plan for its use

The municipal district council wants to buy the historical estate Cibulka in Košířy for 105 million CZK, this plan is now headed for Tuesday’s meeting of the Municipal Council of Prague 5. The pirates have long supported the effort to save this historical monument, but the agreed price is disproportionately high given its condition, especially when there is no plan what to do with her. Irresponsible purchase without a clear intention and calculation of costs.
“I remember well that it was representative Jan Trojánek, who in the spring of 2019 came to the then coalition with the fact that his acquaintance Mr. Oldřich Vaníček was willing to sell the homestead,” recalls Štěpán Rattay as the then councilor for property and investments.
“Even then, we supported the idea, but the owner asked for about 160 million – and that’s with the fact that the city district would buy the entire stock in which Cibulka’s property is. When selling a joint-stock company, he did not pay tax on the sale,” the current Chairman of the Rattay Control Committee explains the transaction.
After a year and a half, it was now the council’s turn to buy the property for a price of 105 crowns, with which the owner Vaníček agrees.
However, the matter has a number of problematic points that need to be mentioned. The municipal district has an assessment that does not include the preservation of culturally protected monuments, but looks at it through the lens of maximum building utilization of the land. The expert did not have the opportunity to assess the technical condition of the entire building, which has been very poor for several years. Also, the price that the owner imagines is in great contrast with the part for which he himself obtained it in the past. The investment in the repair of the former imperial residence of Prince-Bishop Leopold Leonhard Thun will cost tens of millions more.
However, the biggest problem remains the absence of a future plan, both the heritage-protected area and the utilized lost use. The town hall has at its disposal several student works that elaborated possible ways of use. However, the municipality did not continue to work with any ideas and a project that could be presented to conservationists was not prepared, approval is key for the future restoration of neglected properties.
“If a private investor decided to buy, he would first of all consider how the building will be used and how much the event will cost in total, including reconstruction.” representative Milan Kryl from the Pirates club summarizes the biggest weaknesses.
Therefore, the pirates consider the council’s purchase procedure to be upside down. Access “Let’s buy it at any price, otherwise we won’t have any memories here” is extremely risky from the coalition of ODS, ANO, STAN, TOP09 and SNOP 5. “No one from the coalition would act like that if it was their own funds, but here it is possible to throw away the money of the citizens of the district by the handfuls,” concludes Kryl.
