At the beginning, in 2012, there was a vision of demolishing low-rise industrial buildings and the creation of apartment buildings, but after seven years, people have already learned to live with an dredged pit after demolition in Komunardů Street in Holešovice.
Developer Bau-Invest Project now wants to build new houses on site. He is currently preparing a project in a row, which the second one respects in contrast to the original surrounding development. But the construction has not yet received the green light. Among other things, a change in the zoning plan is underway, which should make it possible to build up an area of up to 2,000 square meters.
However, even the new project did not go without controversy. For example, due to the wide balconies, which should be able to drive apartment owners with the help of car lifts.
“After securing the parking spaces in the basement of the building, the very controversial concept of driving cars into the residential floors has definitely lost its meaning,” states the resolution of the Prague Urban Development Commission on February 7 this year.
The documentary also comes across an external appearance consisting only of massive balconies. “The house lacks a real city facade and excites the impression of suburban solitaire. For this reason, the commission demands that the facades be resolved, which should be significantly calmed down, “the resolution said.
Tens of meters underground
At the beginning of the story in 2012, the original low-rise buildings were demolished. The initial project included buildings that were 37 and 44 meters high, and the surrounding buildings have significantly exceeded. However, the zoning plan only allowed lower development, as it does now.
The Prague 7 Building Authority therefore did not want to allow the construction, so the landowner and the investor complained about the bias of the officials. The project was finally assessed by the Prague 6 Construction Department, which finally issued a negative decision in July 2015.
The fundamental disagreement with the project has seven points. “The proposed construction does not respect the original division and structure of the surrounding buildings,” is one of the reasons given by the officials.
Despite the absence of a building permit, a large hole was created on the site, the meaning of which is not understood by the city district. “By default, demolition does not manifest itself by the fact that at the same time a few tens of meters underground,” comments the Deputy Mayor of Prague 7 Lenka Burgerová (Prague 7 herself).
In the proceedings, she also had room for public opinion. Her objections related to a large planned pledge, too small a distance from existing houses, and fears that less daylight would go into the surrounding houses.
Two public opinions
After seven years of vicissitudes and the emergence of a new project, it is not clear to what extent the developer will be willing to make further compromises. The opinion of the Bau-Invest Project on the preparation of constructions could not be obtained by the deadline for the issue of MF DNES.
The architect Filip Hejzlar, who in the past took part in negotiations with Prague 7 on behalf of the designer, did not want to comment on the matter either.
The public will certainly not miss their opportunity to express themselves. “The part of the proceedings that is public is still ahead of us. And there will be a discussion where anyone can come. However, the municipality will decide on the project as a whole. The city district will only give an opinion, “says Deputy Mayor Burgerová.
Criticism can be expected from the public, similar to the first proposed project. However, some people are not satisfied with me either, there are opinions on the Internet that there is a lot of dust in the place and on the nearby playground due to the excavation. After the construction is completed, at least the dust problem should definitely disappear.
“In similar cases, however, there are often lengthy lawsuits. It is also complicated that these situations are monitored by the state administration – the building authority is a part of it. Unlike the rest of the town halls, which in turn represent self-government. And they have no influence on the decisions of the building authorities, “Burger tries to explain why problems similar to those described tend to be a lengthy solution.
“The mistake is in the construction proceedings. It is bureaucratic. Now there is an effort to speed it up, but when I read the bill, I already know that there are big gaps. It was a little forgotten that there must be some preservation. Monuments need sufficient time for assessment, “criticizes the legislation architect Zdeněk Lukeš.
