The mayor of Libuše accuses Prague: the councilors refuse to help us with the flats in Písnice
According to him, the town hall did not receive the requested documents or a draft contract, on the basis of which Libuš could obtain a loan from Prague to buy a house. CEZ is selling a set of more than 700 flats for an estimated price of over a billion crowns. The deadline for submission of bids has ended, Libuš can submit an unsolicited bid. Mayor Adriana Karnáčová (YES) disagrees with Koubek and rejected his claim that the city is not helping.
“City Hall is doing everything it can to make an offer, but it needs the cooperation of the municipality. I twice asked for the documents that councilors had when discussing the housing stock analysis in October. Despite repeated requests, it was not provided to me, “said Koubek.
He also asked for a draft contract, on the basis of which the town hall would receive a loan to buy apartments. The deputies decided last November that the town hall could apply for it, but did not approve the loan itself. It is said that Koubek did not receive the proposal either. “I conclude that the invitation of the representatives to participate in the public tender was only a concealment of the maneuver in front of the voters. In fact, the city never wanted to solve the problem of the people in Písnice,” he said.
The deadline by which interested parties could submit their bids expired on December 2, 2016. In order for the town hall to be additionally included in the competition through an unsolicited bid, ČEZ must pay irrevocably one million crowns. According to Koubek, the town hall does not have the money. “The mayor refused to release these funds,” he said.
Koubek asked the deputies to adopt his proposal to discuss the problem – Koubek is not a member of the council, he could not submit proposals to change the program himself. His proposal was adopted by several representatives, but in the end he was not included in the agenda.
The mayor rejected the claim that Prague was not helping the town hall. “I don’t know what kind of cooperation we should provide more than what the council agreed to. Libušes guaranteed that if they entered the competition, we would be willing to finally start covering the interest-free loan,” Krnáčová told ČTK. It is said that the town hall will manage to submit the unsolicited offer itself. “Mayor Koubek, together with his team of lawyers and also the city council, can do that himself,” she added.
The set of prefabricated houses with 36 entrances forms a larger part of the housing estate, which is close to the future D Písnice metro station. The houses were built between 1987 and 1990 and are after partial reconstruction. The tenants claim that they were promised that they would be able to buy the apartments. CEZ wants to sell the apartments as a whole at the highest price offered. The company plans to announce the winner during January or by mid-February, depending on the number of rounds of the tender.
