Half a million more people will fit in Prague, and the metropolis will stop growing into fields
“Our goal is to close the city or stop further expansion, which is no longer economically advantageous,” said Hudeček.
According to the IPR calculation, up to 432,000 inhabitants would fit in the areas on which it is possible to build within the city, ie the so-called development areas. Currently, the population density in Prague is 56 people per hectare of built-up area, but the city is starting to operate economically with a concentration of about hundreds of inhabitants per hectare. “This is such a low number that Prague should go bankrupt,” Koucký said.

There are now a total of approximately 7660 hectares of development and transformation areas in Prague, while the IPR only counted land that is larger than 30 hectares, moreover, it did not count the area of the airport in Ruzyně.
The end of the city’s growth into fields
The new zoning plan will follow several rules. Among them is the insurmountable border of Prague, so the city will not grow “into fields”, the definition of buildable and unstoppable territory or the definition of what is public and what is private, which will address public spaces such as streets or squares.

The height regulation rule will also apply. In addition, now published documents state that up to 300,000 people have a park more than 1.5 kilometers from their home.
Requirements for urbanism
The metropolitan plan is to address Prague as a whole, not as individual small areas. The capital consists of 57 city districts and 22 administrative districts. The new zoning plan is intended to replace the plan approved in 2000. It differs from the old one, for example, in that it defines an urban location. These identify individual areas and places within the city districts that protect against insensitive construction. For example, when he characterizes the area as a residential development, a block of flats must not be built there.
The second feature of the new plan is that it will be layered. The old plan determines exactly what can happen on a given area. This is not the case in the new one, it only characterizes the permissible burden for the given area. The city also expects that a more detailed zoning plan will be prepared for the selected locality.
